| There are multiple levels of QPASTT understanding of community development. At a systemic level community development means moving the private concerns expressed by clients, workers, volunteers into the public arena of social change.
At a partnership level community development means working developmentally with ‘refugee communities’ with a commitment to participation, empowerment, building relationships, mutuality and trust.
